Thanks to everyone who has submitted a presention for MABUG 2007. Thanks to you, we have a full agenda. Your conference agenda will include presentations on Luminis, self service applications, alumni donations, finance batch processing, identity management, online housing lottery, athletic eligibility, XML, training, non-resident alien payments and many more. Plus vendor presentations from Sungard, Evisions, iData, Nolij, Oracle, SciQuest, QAS, Nelnet, PeopleAdmin, and Windstar.

IRS Contribution Updates & Overview Alan S. Hejnal, University of Richmond

The (U.S.) Pension Protection Act of 2006 made possible charitable contributions of IRAs, and changed some of the rules related to gift receipts and IRS reporting. This session will provide an overview of these changes, and use this occasion to review the basic IRS rules and requirements related to charitable contributions. The updates and review will be of interest to experienced Advancement Services professionals. Newcomers to Advancement Services will receive an overview of key topics such as IRS receipt requirements, tips for determining the legal donor, quid pro quo transactions, issues related to donor-advised funds, and additional requirements for non-cash gifts.

Securing Self-Service Alumni Donations Aaron Wadle, TouchNet Information Systems

In recent months the advent of PCI compliance issues on college campuses have focused not only on traditional business office operations but in campus wide payment processing. No other place is this more apparent than in the facilitation of online giving by College and University Alumni. While Advancement Offices have been at the forefront of online payments, capital campaigns and growing volumes of online transactions now call for automation to the Host and a re-examination of current practices. This session will focus on how one school’s approach to improving their use of Banner Advancement in conjunction with real-time integration with TouchNet Marketplace to facilitate a secure self-service donation platform for College and University Alumni.

Tracking Endowed Scholarship Awards and Payments Jane Cariker, The University of Mary Washington

At the University of Mary Washington, our Development Office needed the ability to manage and track endowed scholarship awards through the Banner system. This presentation will outline the process created and used to track awards and payments from the time that the scholarship is created until funds are awarded to students through financial aid and disbursed to students through the Banner finance student account. Using the designation module, scholarship accounts are created and linked to financial aid fund codes and these fund codes are linked to banner finance codes. The Department of Information Technology created a custom view to pull the information together and an Access report was created to produce a number of reports that help with auditing and tracking of scholarship funds. The presentation will take approximately 30 minutes and will be followed by a question/answer session and a general participant discussion about how this process is handled at other institutions.

We solved it all! From usability to accuracy, flexibility to historical records, real time notifications to executive reporting, pidms are no problem.
The George Washington University is implementing a newly built custom Multiple Pidm Merge Tool. Users and Data Analysts can extract, analyze, approve and merge duplicate pidms, triplicates and beyond. Each merge is unique and is handled differently than its fellows. Data owners maintain their power over data accuracy and have approval and veto power before a merge hits Production. Development is no longer in the picture! Merges are completely owned and operated through custom Banner forms. Merge events generate emails in both real time and digest format to which users subscribe by event type and urgency. All merged data is maintained in the database for later reference.
This presentation mainly covers functional usage and will briefly touch on the technical behind-the-scenes workings of our new tool.

A Survey of Best Practices in Banner Custom Development Brian Parish, IData

IData has worked with a number of clients to develop new custom programs or modify existing processes. Questions always arise about how to keep track of different versions of custom source and documentation in order to allow for easier upgrades and modifications in the future. For this presentation, we set out to survey a number of Banner clients to find out what has been successful (and what has not) in version control, documentation, testing strategies, and configuration management. During the session, we will present our findings and open the floor up for group discussion.

Denormalized Views of the Fund/Orgn/Acct Hierarchies in PL/SQL packages Judy Wills, Virginia Tech

We often need to build a denormalized (flattened) view of the Fund, Organization or Account Code hierarchies in order to determine which level we are dealing with. We developed a PL/SQL package to perform this task which allows us to not only see this view in programs that we write, but also via SQL tools such as SQL Navigator. Additionally, we wrote a package to "roll-up" various FOAPAL elements. This presentation will explain the packages and also show several examples how these procedures can be used.

Evisions IntelleCard - Higher Ed Payment Card Mike Boote, Evisions, Inc.

IntelleCard is a paperless payment system that uses Evisions IntelleCheck and a Higher Ed Visa Debit Card to distribute payments electronically. IntelleCard may be used for ANY payments from Banner including financial aid, student refund, payroll, and reimbursements. Find out how you can throw away the hassle of checks and reduce administrative costs.

FUPLOAD Spreadsheet Processing Jerrell L. Taylor, North Carolina A&T State University

This topic involves the use of a Microsoft Excel spreadsheet that includes macros to create FUPLOAD “batch” files for Banner Finance. The Excel macros (Visual Basic for Applications) are designed to create a formatted text file for Banner FUPLOADs. This process may be useful for accounting environments that may have large volumes of journal entries and budget transfers. This session will cover an explanation of the spreadsheet template and how the template is used in the FUPLOAD process.

Please join your peers as they participate in a panel discussion regarding the Proposal Development and Electronic Submission enhancement targeted for release in Banner HR 8.1 in September 2008. Facilitated by SGHE, this panel consists of institutions who are participating on the enhancement Focus Group. They will share with you an update on the enhancement and what to expect regarding new functionality and integration with Grants.gov, as well as share with you their experience on the Focus Group.

Mass Upload of AR Transactions Richard John, Virginia Commonwealth University

Digging into the baseline bank lockbox payment program, we found that we would need to tailor it for the peculiar (aka legacy) transaction format we were receiving from our bank. At the same time we were wondering how to process a mass upload of charge transactions into AR from feeder systems outside of Banner (housing, dining, etc) since that is not delivered in baseline. What we found was that with a few modifications to the lockbox program and by creating a standard format for the feeder systems, we could accomplish a mass upload of those charge transactions. Including the ability to have different detail codes in the temporary tables at the same time, and being able to use the delivered INB lockbox correction form to let our users fix the data as needed. And by utilizing the delivered API for TBRACCD to conform to SunGard's technical direction and avoid a few programming headaches. This presentation describes how we did it.

Overview of Electronic Billing Presentment and Payment System at GWU Sunil Patil, The George Washington University

The Electronic Bill/Schedule Presentment and Payment (EBPP) system enables The George Washington University to present a customized ebill to students and third-party payers. The system is developed in-house with the help of Banner 7.3 Student self service Enhancements, Evisions and custom billing programs. The look and feel of the eBill in PDF format is similar to existing paper bill sent to students by GWU. The EBPP system proactively notifies the student or third-party once a new bill is available via automated email. Once the student or third-party has reviewed the detailed bill, the EBPP system can facilitate the payment of the bill. Once a transaction is complete, the payer is simply guided to a pre-determined page on GW’s website. Students and third-party payers can pay on-line from a checking/savings account (ACH), as designated by GW The system can provide a real-time or near real-time upload to post the transaction data to the student account or general ledger account. In addition, GW administrators will have access to consolidated real-time web-based reports for customer support and financial reporting purposes.

IRS Compliance Risks in Payments to Foreign Nationals: The Path Through the Regulatory Maze Richard Adams, Windstar Technologies, Inc.

Any institution allowing claims of tax-exempt status (tax treaty benefits) for either FICA or federal withholding when making any payment to a foreign national must perform the required IRS due diligence before providing these tax exempt payments. While it might seem inconsequential, mishandling your institution’s payments to foreign persons can result in substantial fines and penalties (in addition to large tax payments) should the IRS audit your institution. With the recent increased focus on immigration issues, now is the time to ensure that your organization meets IRS rules and regulations for withholding and reporting on payments to foreign nationals. As a result of participating in this session, attendees will understand the risks associated with noncompliance to IRS regulations governing payments to foreign nationals, and how to improve their processes and procedures to become more compliant.

This workshop provides a brief background of immigration and IRS regulations as they relate to employment of foreign nationals. The material will contain a list of resources that prove useful when researching the many regulations surrounding such payments.

Old Dominion University implemented the Luminis Platform in 5 months. The ODU Portal Team attended Summit, 2006 in April to learn about Luminis, including it's functionality and hardware requirements as well as to learn from the experience of others. When we discussed our plan to migrate from the Vignette Portal and to "Go Live" with Luminis on September, 18, 2006, we were told that we had an almost impossible goal, since we had yet to procure equipment, much less had any experience with the product. Yet we went Live early - on August 21st, 2006. Why did we decide to migrate from the Vignette to the Luminis portal? What planning occurred to allow us to "Go Live" even earlier than expected, and still provide the functionality in the previous portal? How did we manage to not only meet all our initial goals for Go_Live, but even include some offerings initially expected for Phase II? Are there differences when implementing a portal the second time around?

Virginia Tech will describe the coordinated effort between the Registrar's Office and the Technical Support Team to enhance Banner's handling of data relative to the Athletic Eligibility Certification and Reporting processes. Clyde Cridlin, Assistant Registrar responsible for this area, will describe challenges posed by athletic reporting. Jennifer Mengel, Application Developer for the Student Technical Team, will describe the decision made to put the data into tables which complement Banner. The associated processes and forms that have been developed in support of the Athletic Eligibility Certification and Reporting Processes will be presented.

A long-standing desire expressed by faculty and finally mandated by our Faculty Senate resulted an an on-line grade change process released to faculty in Spring 2007. We will disucss the details of the request, development of the final product to accommodate University and Catalog policy and timing and making the announcement to the campus, and include a demonstration of how it works.

This presentation will detail how the University of Richmond created an online process where undergraduate and graduate students who are near graduation can submit their degree graduation applications through Student Self-Service to begin the degree audit process. Both a functional overview from the University's Registrar's perspective and technically how this project was created and implemented will be covered.

Online Housing Lottery and Room Reservation at CNU Thomas MacKay, Christopher Newport University

The housing lottery process at CNU had for the first decade of student residence on campus been a manual, paper driven process. Time tickets were generated on a spreadsheet, and students lined up in the Student Center at their time slot to write on a paper list their room selection and room-mates. Then all of these room assignments had to be manually keyed into the Banner system. In order to improve services to the students, as well as reduce the effort on the Housing office, CNU decided to implement an online lottery and room reservation process. Having looked at and rejected the commercial solutions as being too complex, and unable to find anyone willing to give us their custom solutions, CNU decided to develop their own application to fulfill these needs. CNU's custom-developed ASP.NET Housing Lottery and Room Reservation system was utilized this spring for the first ever online lottery at CNU, with exceptional results. Students loved being able to log in from their rooms, or homes, or anywhere to sign in, search and select rooms, and get a real-time email confirmation of their reservation. The system worked flawlessly, without a single documented failure in its intended operations. We do have a list of enhancements which we will be incorporating into the system, most of which are needed to improve our ability to handle those exceptions to the defined process which are an inevitable part of something as complex and emotionally laden as housing. This session will go over the design of the system in relatively non-technical terms, and discuss the issues and associated with putting a housing lottery online.

With a greater emphasis on retention on most college campuses, UNC Greensboro reviewed ways to utilize technology to assist with retention initiatives and found major areas to focus attention on student success. These include gathering of data specific to student enrollment behavior and use of technology to provide improved students' access to their own information.

Transfer Articulation Maintenance BOF Kerry E. Beers, Old Dominion University

How are institutions dealing with the overwhelming task of maintaining SHATATR catalogs, etc.? For example, your College of Business just changed the Information Systems Department prefix from ISYS to IT, now you need to indentify all the previously established transfer equivalences with ISYS and change them in SHATATR, but how? Your state community college system added a new course and you need to get it loaded under all 30 institution codes. Are you entering it 30 times or did your technical wizards create a duplication program for you? Do you feel you are entering the same information over and over again on forms? You load transcript information on SOAPCOL, now you are ready to evaluate the transcript and have to load some of the same information on SHATRNS. Are you using SHATATC or just going straight to SHATATR when establishing a new course and the equivanlency? Do we share the same wish list for future BANNER upgrades? Have you identified methods for streamlining the transfer articulation process? Let's share our ideas and help each other achieve transfer articulation success. Perhaps MABUG can contribute valuable information that leads to future BANNER enhancements.

The Autohold Process: It's not just for Finance Lester Lugo, North Carolina A&T State University

After attending this session, individuals will see the versatility of the autohold process and that it can be used for other than finance purposes. Attendees will learn the process for creating and releasing holds, and the forms and processes required to run autoholds. The autohold process can be used to create holds for missing admissions and financial aid checklist documents, immunization holds for newly admitted students, advising holds for students with excess credits or with an undecided major and other holds that the presenter may not have thought of yet. Basic knowledge of population selections would be helpful, but not necessary.

This presentation deals with a number of mind boggling issues within the Banner Financial Aid application. The presentation is designed to highlight major processing issues and ways to work around them. It will cover loans, Banner's lack of a cohesive summer session, the complications of RFIBUDG, common matching issues, and why we develop our own reporting. We are currently querying our staff to find other examples which will help those new to Banner financial aid (like us). We hope this presentation will lead to a birds of a feather in financial aid where we can share issues and solutions among the institutions.

At the University of Mary Washington, we have implemented a custom Identity Management System with Banner as the driver for the creation and provisioning of UMW network, email, and other user accounts. How can a small IT shop find an easier way keep up with the reporting needs of their users? Oracle's sqlplus tool allows you to create and format reports with relative ease compared to writing them in Pro-C and other languages. The problem has been getting these kind of reports to the users. Either the IT folk run the reports for users, or you allow end-users to get way to close to the database so they can run the reports themselves. We've created a way for sqlplus reports to run through Banner's job submission form (GJAPCTL). It uses Banner security settings and requires only a small number of managable modifications.

Oracle Advanced Queues will allow you to to keep data moving between Oracle databases in a very low maintenance system. At the University of Richmond we use Advanced Queues to post ecommerce and Banner updates to our CSGOLD Onecard system in very close to real-time. I plan to present in two parts, first describe Advanced Queues and the advantages they offer. Then how we take advantage of Advanced Queues to keep our Onecard system up to date. We have several updates running through the Advanced Queue for our Onecard system that take a lot of manual work off of the Onecard Office staff.

Direct Reporting on the Web (DRWeb) is an ad hoc selection tool that allows users to find constituents in the Banner database using up to 130 different criterion. The resulting population selection (popsel) can be stored for later use and manipulated using a popsel manager interface. Users may additionally create new popsels as part of the popsel manager. Another heavily-used feature is to pass a popsel from either the popsel manager or the ad hoc report directly to the standard Banner reporting system. This allows users to view details about members of the popsel in standard, pre-defined outputs. The presentation will cover design issues and decisions, change management issues, and lessons learned during our development of this web product.

Probably many Banner users have wondered why the Banner ODS does such a frustrating job of meeting their reporting needs. Sadly, there is a very good reason. It is not designed to meet the reporting needs of institutions of higher education. This is not because it is badly designed or poorly conceived, or even that your institution is too atypical. The problem is that it is designed to meet the reporting needs of private corporations. This presentation reviews some of the culture of data warehousing and business intelligence (academic analytics, as its called in higher education), explains the difference between the Kimball and Inmon approaches to information access and the position of the Banner ODS within it. It explains how by taking the Inmon approach, the Banner product does not optimally meet the needs of its client base. It concludes with a proposal for a design change to a Kimball oriented approach that promises to make user requirements much easier to meet.

Users and Data Analysts can extract, analyze, approve and merge duplicate pidms, triplicates and beyond. Each merge is unique and is handled differently than its fellows. Data owners maintain their power over data accuracy and have approval and veto power before a merge hits Production. Development is no longer in the picture! Merges are completely owned and operated through custom Banner forms. Merge events generate emails in both real time and digest format to which users subscribe by event type and urgency. All merged data is maintained in the database for later reference.

We often need to build a denormalized (flattened) view of the Fund, Organization or Account Code hierarchies in order to determine which level we are dealing with. We developed a PL/SQL package to perform this task which allows us to not only see this view in programs that we write, but also via SQL tools such as SQL Navigator. Additionally, we wrote a package to "roll-up" various FOAPAL elements. This presentation will explain the packages and also show several examples how these procedures can be used.

Digging into the baseline bank lockbox payment program, we found that we would need to tailor it for the peculiar (aka legacy) transaction format we were receiving from our bank. At the same time we were wondering how to process a mass upload of charge transactions into AR from feeder systems outside of Banner (housing, dining, etc) since that is not delivered in baseline. What we found was that with a few modifications to the lockbox program and by creating a standard format for the feeder systems, we could accomplish a mass upload of those charge transactions. Including the ability to have different detail codes in the temporary tables at the same time, and being able to use the delivered INB lockbox correction form to let our users fix the data as needed. And by utilizing the delivered API for TBRACCD to conform to SunGard's technical direction and avoid a few programming headaches. This presentation describes how we did it.

The Electronic Bill/Schedule Presentment and Payment (EBPP) system enables The George Washington University to present a customized ebill to students and third-party payers. The system is developed in-house with the help of Banner 7.3 Student self service Enhancements, Evisions and custom billing programs. The look and feel of the eBill in PDF format is similar to existing paper bill sent to students by GWU. The EBPP system proactively notifies the student or third-party once a new bill is available via automated email. Once the student or third-party has reviewed the detailed bill, the EBPP system can facilitate the payment of the bill. Once a transaction is complete, the payer is simply guided to a pre-determined page on GW’s website. Students and third-party payers can pay on-line from a checking/savings account (ACH), as designated by GW The system can provide a real-time or near real-time upload to post the transaction data to the student account or general ledger account. In addition, GW administrators will have access to consolidated real-time web-based reports for customer support and financial reporting purposes.

IRS Compliance Risks in Payments to Foreign Nationals: The Path Through the Regulatory Maze Richard Adams, Windstar Technologies, Inc.

Any institution allowing claims of tax-exempt status (tax treaty benefits) for either FICA or federal withholding when making any payment to a foreign national must perform the required IRS due diligence before providing these tax exempt payments. While it might seem inconsequential, mishandling your institution’s payments to foreign persons can result in substantial fines and penalties (in addition to large tax payments) should the IRS audit your institution. With the recent increased focus on immigration issues, now is the time to ensure that your organization meets IRS rules and regulations for withholding and reporting on payments to foreign nationals. When we discussed our plan to migrate from the Vignette Portal and to "Go Live" with Luminis on September, 18, 2006, we were told that we had an almost impossible goal, since we had yet to procure equipment, much less had any experience with the product. Yet we went Live early - on August 21st, 2006. Why did we decide to migrate from the Vignette to the Luminis portal? What planning occurred to allow us to "Go Live" even earlier than expected, and still provide the functionality in the previous portal? How did we manage to not only meet all our initial goals for Go_Live, but even include some offerings initially expected for Phase II? Online Housing Lottery and Room Reservation at CNU Thomas MacKay, Christopher Newport University

The housing lottery process at CNU had for the first decade of student residence on campus been a manual, paper driven process. Time tickets were generated on a spreadsheet, and students lined up in the Student Center at their time slot to write on a paper list their room selection and room-mates. Then all of these room assignments had to be manually keyed into the Banner system. In order to improve services to the students, as well as reduce the effort on the Housing office, CNU decided to implement an online lottery and room reservation process. Having looked at and rejected the commercial solutions as being too complex, and unable to find anyone willing to give us their custom solutions, CNU decided to develop their own application to fulfill these needs. CNU's custom-developed ASP.NET Housing Lottery and Room Reservation system was utilized this spring for the first ever online lottery at CNU, with exceptional results. Students loved being able to log in from their rooms, or homes, or anywhere to sign in, search and select rooms, and get a real-time email confirmation of their reservation. The system worked flawlessly, without a single documented failure in its intended operations. We do have a list of enhancements which we will be incorporating into the system, most of which are needed to improve our ability to handle those exceptions to the defined process which are an inevitable part of something as complex and emotionally laden as housing. This session will go over the design of the system in relatively non-technical terms, and discuss the issues and associated with putting a housing lottery online.

Transfer Articulation Maintenance BOF Kerry E. Beers, Old Dominion University

How are institutions dealing with the overwhelming task of maintaining SHATATR catalogs, etc.? For example, your College of Business just changed the Information Systems Department prefix from ISYS to IT, now you need to indentify all the previously established transfer equivalences with ISYS and change them in SHATATR, but how? Your state community college system added a new course and you need to get it loaded under all 30 institution codes. Are you entering it 30 times or did your technical wizards create a duplication program for you? Do you feel you are entering the same information over and over again on forms? You load transcript information on SOAPCOL, now you are ready to evaluate the transcript and have to load some of the same information on SHATRNS. Are you using SHATATC or just going straight to SHATATR when establishing a new course and the equivanlency? Do we share the same wish list for future BANNER upgrades? Have you identified methods for streamlining the transfer articulation process? Let's share our ideas and help each other achieve transfer articulation success. Perhaps MABUG can contribute valuable information that leads to future BANNER enhancements.

The Autohold Process: It's not just for Finance Lester Lugo, North Carolina A&T State University

After attending this session, individuals will see the versatility of the autohold process and that it can be used for other than finance purposes. Attendees will learn the process for creating and releasing holds, and the forms and processes required to run autoholds. The autohold process can be used to create holds for missing admissions and financial aid checklist documents, immunization holds for newly admitted students, advising holds for students with excess credits or with an undecided major and other holds that the presenter may not have thought of yet. Basic knowledge of population selections would be helpful, but not necessary.

Running sqlplus reports through GJAPCTL Mark J. Hardman, Harford Community College

How can a small IT shop find an easier way keep up with the reporting needs of their users? Oracle's sqlplus tool allows you to create and format reports with relative ease compared to writing them in Pro-C and other languages. The problem has been getting these kind of reports to the users. Either the IT folk run the reports for users, or you allow end-users to get way to close to the database so they can run the reports themselves. We've created a way for sqlplus reports to run through Banner's job submission form (GJAPCTL). It uses Banner security settings and requires only a small number of managable modifications.

Use Oracle Advanced Queues to Keep Your Onecard System Real-time David Barth, University of Richmond

Oracle Advanced Queues will allow you to to keep data moving between Oracle databases in a very low maintenance system. At the University of Richmond we use Advanced Queues to post ecommerce and Banner updates to our CSGOLD Onecard system in very close to real-time. I plan to present in two parts, first describe Advanced Queues and the advantages they offer. Then how we take advantage of Advanced Queues to keep our Onecard system up to date. We have several updates running through the Advanced Queue for our Onecard system that take a lot of manual work off of the Onecard Office staff.

This presentation will describe the directory structure, naming convention, and documentation used for delivered programs that are customized by the programming staff. What else needs to be done before a user can run these programs through JOBSUB? Adding the job as an object, granting permission, assigning the process, and defining the parameters. To achieve this end, the Business and Finance Org Chart supports a new Training Unit that is responsible for the eVA to Banner feed, user training for eVA, and user training for Banner.
Our presentation will review how a unit of 1.5 employees provides the UMW Community: Training and Support Opportunities, Communication Needs, User Recognition, Off-Campus Community, Involvement, Departmental support, Website support, Integration with the Business and Finance Division. All of this is accomplished while still allowing for the creative means of getting the message across in a non-threatening and fun environment.

Direct Reporting on the Web (DRWeb) is an ad hoc selection tool that allows users to find constituents in the Banner database using up to 130 different criterion. The resulting population selection (popsel) can be stored for later use and manipulated using a popsel manager interface. Users may additionally create new popsels as part of the popsel manager. Another heavily-used feature is to pass a popsel from either the popsel manager or the ad hoc report directly to the standard Banner reporting system. This allows users to view details about members of the popsel in standard, pre-defined outputs. The presentation will cover design issues and decisions, change management issues, and lessons learned during our development of this web product.

Probably many Banner users have wondered why the Banner ODS does such a frustrating job of meeting their reporting needs. Sadly, there is a very good reason. It is not designed to meet the reporting needs of institutions of higher education. This is not because it is badly designed or poorly conceived, or even that your institution is too atypical. The problem is that it is designed to meet the reporting needs of private corporations. This presentation reviews some of the culture of data warehousing and business intelligence (academic analytics, as its called in higher education), explains the difference between the Kimball and Inmon approaches to information access and the position of the Banner ODS within it. It explains how by taking the Inmon approach, the Banner product does not optimally meet the needs of its client base. It concludes with a proposal for a design change to a Kimball oriented approach that promises to make user requirements much easier to meet.
